“Georgia Development Platform” (GeoDP) launched the project – “Support partner municipalities to effectively conduct participatory budgeting by FY2024”.

The goal of the project is to improve and strengthen participatory budgeting practices in 5 municipalities of Georgia, namely Batumi, Ozurgeti, Chokhatauri, Kutaisi and Oni.

The tasks of the project are:

  • Strengthening the institutional capacity of local government for the effective implementation of participatory budgeting;
  • Increasing the population’s awareness and involvement in participatory budgeting, which means conducting information campaigns, organizing public meetings and involving the population in the decision-making process.

Within the framework of the project, on the one hand, it is planned to study the existing practices in municipalities and prepare recommendation documents to systematically strengthen the direction of participatory budgeting at the local level, and on the other hand, to conduct information campaigns to increase the level of information and involvement of citizens.

In addition to the target 5 municipalities, it is planned to conduct qualitative studies in an additional 6 municipalities. The study aims at a comprehensive study of participatory budgeting practices in 11 municipalities of Georgia – Chokhatauri, Ozurgeti, Batumi, Kutaisi, Oni, Sagarejo, Keda, Akhaltsikhi, Bolnisi, Gori and Zugdidi using a multifaceted approach. As a result of the research, the strengths and weaknesses, opportunities and threats of the participatory budgeting process will be evaluated, effective implementation models will be selected. Effective tools and recommendations will also be developed to facilitate the increase of citizens’ involvement in the processes, the improvement of information dissemination and the successful implementation of participatory budgeting.

The “Georgian Development Platform” (GeoDP) project – “Support partner municipalities to effectively conduct participatory budgeting by FY2024” started in December 2023. The project is implemented within the framework of “USAID Local Governance Program”.
